Roads and Transport - Development Needs

Along with urbanisation, an unavoidable impact of population increase to a city is the expansion of its road and transport requirements. Improvements on the road network should then be planned taking into consideration SJDM's rapidly expanding population. These improvements will greatly benefit the agriculture, trade and industry, and tourism of the City. It will aid in boosting the economy as well as improve the provision of services to the local populace. According to the nationally accepted standard for road lengths, the road network of SJDM needs improvement. In the urban areas, the benchmark is 2.4 km per 1000 population. The existing road network of SJDM has a ratio of only 0.20km per 1000 population.

The majority of the roads in the interior and eastern barangays are dirt roads. These are rendered almost impassable during bad weather conditions, particularly during rainy season. There is a need to upgrade these roads as the delivery of social services as well as potentials for economic improvement are being impeded.

Investments should then be made on the improvement of existing road facilities, as well as the construction of additional road links. To facilitate safe, comfortable rides and year round access, some roads need to be regraded, widened, paved and provided with adequate drainage structures. A system or hierarchy of roads is likewise much needed. Table 7.12 shows a rough estimate of the road requirements for the period from year 2003 to 2012.
