The thrust of the social welfare development sector is to further strengthen its programmes and build facilities for senior citizens and implementation of a Women Welfare Programme. Republic Act 7192 or the Women in Development and Nation Building Act calls for improvements on the following aspects to facilitate the upliftment of women's lives: (a) welfare; (b) access; (c) conscientisation; (d) participation; (e) control; and (f) empowerment. Local Budget Memorandum No. 28 further directs LGUs to set aside a minimum amount equivalent to five percent of their annual appropriations for projects designed to address gender issues in accordance with RA 7192.
