Development Needs

Land Use and Zoning Ordinance

An appropriate Land Use Plan and Zoning Ordinance is needed in order to effectively manage, regulate and control the land resources of San Jose del Monte. Among the issues that should be properly addressed are the expanding urban sprawl and the many idle lands in the City. There is also a need to strengthen the rationalisation of the mixture of compatible land uses. Further, the conversion and re-classification of agricultural lands should be critically analysed vis-à-vis the actual requirement of residential and other land uses.

Road Network

Generally, all the major thoroughfares serving the City are very narrow considering that these are only two lane roads (one lane both ways). Exacerbating the situation along these roads are scattered or linear developments that, more often than not, have already encroached to the road rights-of-way. As these roads are the principal arteries facilitating movement within the City, the need to ease the traffic congestion along them should be a major concern. In particular, there is a need to establish a good hierarchy of roads that will be able to efficiently serve the 2012 population and all future developments within this period.
