Management of Prime Agricultural Areas

Republic Act 8435 or the Agriculture and Fisheries Modernisation Act, as well as a host of other legal issuances, mandates the protection and maintenance of prime agricultural lands. This has been a significant concern to the local government unit as well as the agricultural sector of the City. The attractiveness of the City as an excellent alternative residential area to the already congested and highly priced properties in Metro Manila, has given rise to its rapid urbanisation. The main targets have been, as in most cases of urban growth in the country, are the highly conducive flatlands which are often the prime agricultural areas. High economic returns obtained from urban as compared to agricultural use have caused re-classification and conversion of many of the City's prime agricultural areas. Just for the period of 1995 to 2001, about 546 hectares of agricultural lands have been re-classified to residential usage. This trend still continues but in a decreasing inclination. From year 2000 to 2002, only about 75 hectares have been re-classified perhaps due to saturation levels coupled with the downturn in the real estate sector.
